    NHRC Urges Nigeria to Regulate AI: Protecting Human Rights in the Digital Age

    The National Human Rights Commission (NHRC) is sounding the alarm on Artificial Intelligence (AI) in Nigeria, urging the government to create strong regulations that protect human rights. This call comes as the world marks the 2025 World Press Freedom Day, highlighting the growing impact of AI on society and the media.

    In a statement released by Fatimah Agwai Mohammed, Director of Corporate Affairs and External Linkages at the NHRC, the Commission stressed the need for ethical and legal frameworks to guide AI development.

    Dr. Tony Ojukwu, SAN, the Executive Secretary of the NHRC, explained,

    “The need for regulations that ensure AI development aligns with human rights principles, preventing potential abuses and safeguarding fundamental freedoms.”

    Dr. Ojukwu revealed that the NHRC plans to issue an advisory on the use and deployment of AI in Nigeria soon. He pointed out that while AI can boost journalism, helping with content creation, investigative reporting, research, and fact-checking, it also has a dark side.

    AI can be misused for spreading misinformation, cyberbullying, emotional abuse, and even inciting harmful comments.

    “AI tools have greatly impacted the enjoyment of the Right to Freedom of Expression and the Media by eliminating barriers to timely and effective communication,”

    Ojukwu stated.

    “At the same time, AI tools have contributed to breaches of the Right to Freedom of Expression and the Media when used unprofessionally and without adherence to ethical standards.”

    The NHRC boss encouraged Nigerians, especially journalists, to use AI positively and responsibly. He warned against making inciting statements against authorities or the public, reminding everyone that freedom of expression comes with responsibility.

    Dr. Ojukwu also appealed to government authorities to support journalists in their constitutional duties, which include holding leaders accountable.

    He urged all stakeholders to see the press as a vital partner in democracy and to avoid interfering with journalists’ lawful work, warning that such actions could have legal consequences.

    This push for AI regulation follows the NHRC’s recent announcement to engage tech companies in preventing harmful uses of AI in Nigeria.

    During an AI Governance webinar in March 2025, Dr. Ojukwu warned that without strong ethical rules, AI could lead to inequality, algorithmic bias, privacy invasion, and human rights violations.

    The NHRC’s call comes on the heels of the African Union’s approval of the “Continental Artificial Intelligence (AI) Strategy,” which encourages member states, including Nigeria, to adopt AI responsibly in both public and private sectors.

    As Nigeria steps into the future of technology, the NHRC’s message is clear: AI must be developed and used in ways that protect everyone’s rights and dignity.
